It was used by partisans and rail workers to harass and confuse the invaders, misdirect, destroy, and lose their troops and supplies, and also damage railroad infrastructure, denying the occupiers its use.
Designer Kanstantyn Rakitsky used a Cyrillic adaptation of New Zelek.
